How I rank these
Deals start with two-year plans, when there are any, in order of total cost: the upfront payment plus every month at the price it will be by then, with the rises each retailer has announced. You can sort by the monthly price, the upfront cost or the most data instead. A plan the retailer calls unlimited still comes with the network's fair use and roaming terms, which its own page sets out.
These deals come from Mobiles.co.uk, Carphone Warehouse and O2 Mobiles, on the Vodafone and O2 networks. None of them is on EE or Three yet. I can only include retailers whose deals reach me through affiliate network feeds, so every retailer here is one I can earn commission from.
